Matthew Jennings

Matthew Jennings serves as the Treasurer-Tax Collector for the County of Riverside.  In this capacity, he is responsible for a department consisting of 100 employees spread across 4 locations throughout the county.  As the Treasurer-Tax Collector, Mr. Jennings is responsible for the billing and collection of $4 billion annually in property taxes.  In addition, he oversees the approximate $8 billion Treasurer’s Pooled Investment Fund, which continues to maintain the highest attainable AAA rating by Fitch Ratings and Moody’s Investors Service.

Matt was hired by the Riverside County Treasurer-Tax Collector in May of 1994 as an Office Assistant II.  Since that time, he has served the department in numerous capacities including:  Accounting Assistant II; Accounting Technician; Supervising Accounting Technician; Deputy Treasurer-Tax Collector; Chief Deputy Treasurer-Tax Collector; and Assistant Treasurer-Tax Collector. Of his 26 years of service, 22 years were served in a leadership capacity, with 15 years of senior management experience including 3 years as the Assistant Treasurer-Tax Collector. 

As County Treasurer, Jennings also serves as the ex-officio Treasurer of all school and community college districts, managing nearly $15 billion in annual receipts and disbursements.  Matt serves on various boards and commissions including the County of Riverside Debt Advisory Committee, County of Riverside Pension Advisory Review Committee, and the County of Riverside Investment Oversight Committee.  In addition, Jennings has been very active in the California Association of County Treasurer-Tax Collectors (CACTTC), a statewide organization established to educate and assist its members with enhancing service and promoting legislative improvements.

Jennings has served on multiple committees within CACTTC and has assisted in the development of the California State Controller’s Property Tax Manual.  During his tenure with the office, Matt has also achieved several other milestones, including multi-million dollar increases in annual unsecured collections, and delinquency rate reductions.  Mr. Jennings also played a vital role in the development and implementation of the new shared property tax system.  This system is a three-department (Assessor-Clerk-Recorder, Auditor-Controller, Treasurer-Tax Collector) multi-million dollar fully integrated solution that has spanned over a decade of development.

Matt holds a Bachelor of Science degree in Business Management from Hope International University as well as a Master of Public Administration degree from California Baptist University.  He is a proud 3rd generation Riverside County resident and has resided in several areas of the county.  Mr. Jennings has been married for 25 years and has 3 adult children.
